Doors Open Ottawa 2012: Château Laurier

This coming weekend is Doors Open Ottawa, and there are about two dozen sites in Centretown and Somerset Ward alone (which I've listed and linked to below). Doors Open Ottawa still needs volunteers, so get in touch with them if you're willing to help out for a couple of hours, even on just one day.

One location, just outside Centretown, is the Chateau Laurier hotel, which is celebrating its 100th anniversary this year with its counterpart, Union Station. Much has been said and written about the Château (including a few posts on this blog.

The two were opened in April 1912 by the Grand Trunk Railway system, and connected by a pedestrian tunnel uner Rideau Street. This tunnel will be open to the public for Doors Open Ottawa this year, a particular treat. The Chateau will have special displays celebrating the century mark.

In 1911, prior to the hotel opening, these 14" wide colour posters were sent all around the world to promote the new hotel. David Jeanes, a local expert on railway history in Ottawa, recognized the image: "This poster is the same image as the framed print which used to hang in the main lobby of the Chateau until the end of the Canadian National era. It was done in 1911 by the famous creator of birdseye views, American artist Richard W. Rummell."

This particular one was purchased at an antique show a few decades ago, and hung on the wall in my parents' TV room growing up. Its colours have washed away, so the image above is after some adjustments in Photoshop.

The image shows the old Post Office and City Hall on what is now Confederation Square, the old Parliament buildings before the fire of 1916, the Alexandra (interprovincial) bridge and canal locks, trains running along the canal, streetcars and horse-drawn carriages, and of course the Chateau Laurier and Union Station.

CCCA News & Events May 2012

The following message was recently sent to the e-mail list of the Centretown Citizens Community Association by CCCA President Jordan Charbonneau. I've added the photos to this version. I've outlined below some of the events and initiatives of note in Centretown. More information on upcoming events is available on the CCCA website, which I encourage you to check often.

Centretown Community Design Plan Meeting: This is certainly the biggest CCCA-sponsored event so far this year, and probably for the last few years! Members of the CCCA, in particular Joan Spice and Judy Forrest, have been working extremely hard to prepare for this meeting on 30 May 2012, which is intended to inform and engage Centretown residents regarding the soon-to-be-finalized Centretown Community Design Plan. George Dark, the consultant who led the creation of the plan, and several CCCA and City figures will be in attendance and presenting on the plan. See the attached poster for more information (which I encourage you to print and post around the community or send electronically to your networks) and come out to the meeting to take part in the discussion of this extremely important document!

Minto Park Sale: While the community design plan meeting is our main focus at the moment, don't forget that Councilor Diane Holmes' annual Minto Park Sale will take place from 8 a.m. to 2 p.m. on Saturday, 16 June 2012 in Minto Park! If you're interested in participating, send an email with your home address and a contact phone number to MintoParkSale@ottawa.ca ($10 per table rented). The event will include a CCCA BBQ, bake sale, plant sale and electronic waste collection service (see the Recycle Your Electronics website for exactly what we can take as part of this service. Note that it does not include light bulbs or things like toasters). I have attached the poster for this event; feel free to distribute it as well!

Volunteer Opportunities:
Heritage Conservation District Study: A reminder that, this summer, Heritage Ottawa is helping conduct a study of heritage conservation districts (HCD) in four Ottawa neighbourhoods: Rockcliffe Park, New Edinburgh, Lowertown and Centretown. In order to pull it off, however, they need volunteers! There will be a two-hour training session in the evening of Monday, 4 June 2012, and conducting the survey itself takes just a few hours. If you're interested, please respond to this email by next Tuesday, 22 May 2012.

Buzz Deliverer: Don't forget that the Centretown Buzz newspaper is always looking for volunteers to help with delivery. In particular, they need individuals with a vehicle to make some of the larger deliveries (gas reimbursement negotiable). Let me know if you're interested, or if you'd like more information.

Transportation Committee Chair: We are currently looking for a chair for our Transportation Committee. If you have an interest in transportation-related issues (and that's pretty broad!), let me know. The committee usually meets once a month to review and discuss transportation developments, but the role could be yours to shape! Peds on Weds: Waiting for the bus

On Elgin street, at 3pm in winter: at least seven people are waiting for one of three northbound bus routes that serve the stop at Elgin and Cooper. They're crowded on a busy sidewalk that is barely wide enough for two people to walk side by side. If you've ever tried to walk into the front doors of the Mayflower a few minutes after the last bus arrived, you probably have had to move aside some people waiting for the bus to do so.

The City's Downtown Moves study has recommendations for measuring pedestrian levels of service. This is a first for pedestrians in Ottawa, but is used rigorously by the City's traffic department for ensuring motor traffic moves smoothly to the detriment of all other road users.

The chart shown for pedestrians, as well as others in the documents (which I don't think are online) talk about pedestrian levels of service in terms of flow of pedestrians, as well as how many of them bunch up at corners waiting to cross in one direction while others are trying to get through in the other direction. I didn't see anything about pedestrians bunched together waiting for the bus.

Not that it's a surprise, but the pedestrian levels of service are obviously designed so conservatively that no sidewalk, except maybe in the middle of the downtown core, will every be considered to have a "failed" level of service and therefore require widening. Not to mention that this is a planning document intended for discussion, not an engineering standard to which the traffic engineers are so faithfully wedded.

Somerset Street Reconstruction Part 15: Finale - decorations and art

After a couple of months and 15 posts, we have come to the final part in the 15-part series documenting the reconstruction of Somerset Street West from the O-Train tracks, to Preston Street, and onward up into Chinatown to Booth Street.

This final post looks at the decorative and artistic elements of the reconstruction, including the four different street lamp designs, the public art component, and a few other artistic flourishes. This is over and above the previous posts that looked at the design of the sidewalks through Chinatown and the trees and bike racks.

The artistic theme is fitting, since the annual Chinatown Remixed art festival, which displays artwork in many establishments along Somerset Street from May 12 to June 12. I'll start off with some guerilla art that was installed on a street post sometime late last year. Flattened food and drink cans were attached to the post, effectively plating it in pop-art metal:

Getting back to the officially-sanctioned art, here are the old Chinatown lanterns that were installed 15-25 years ago with federal funding. At certain points, like in front of the Wah Shing store at Rochester here, these three-lantern posts were used:

All the lanterns between Booth and Preston will be replaced with the new design that debuted at the Chinatown Gateway Arch, minus the spotlights shown here on the ones surrounding the arch:

Fire at Arlington Bed & Breakfast

[Last Wednesday's lengthy pedestrian pushbutton post was followed by a Walk Ottawa meeting in the evening, where all two hours were spent grilling two of the City's traffic operations managers about pedestrian signals, and I think we could use a break. So no Peds on Weds post today.]

On Monday night, the power went out in much of the south-west section of Centretown (roughly 417 to Gladstone, Bank to Bronson), which was the first indication to many that something was amiss. To my recollection, this is only the second time this section of Centretown has lost power in the six years I've lived on Gladstone.

After hearing fire trucks go by and checking the Twitter feeds of Ottawa Fire Services Public Information Officer Marc Messier and Ottawa Citizen reporter Meghan Hurley, I quickly learned that there was a raging fire at 511 Kent Street, the Arlington Avenue "Bed & Breakfast":

A big crowd of neighbours were out watching the flames still shooting from the roof, likely motivated by the power outage and Summer-like weather at sunset. Police closed off Kent Street and Arlington Avenue in the two blocks in either direction on both streets. Here a firefighter is near the top of Ladder 13, which is extended between 511 Kent and the next house up.

Somerset Street Reconstruction Part 14: Bridge railings

Just as the work is underway to put the finishing touches on the reconstruction of Somerset Street west from Booth to Preston to the O-Train bridge, this 15-part series documenting that reconstruction is nearing an end. After going over the roadway and sidewalk reconstruction and the O-Train pathway, we finished off Part 13 with a look at the temporary boardwalk cantilevered over the side of the Somerset bridge while the O-Train pathway was being built (covered in Part 12).

In this second-to-last post in the series, I'll tell you all about the railings on this bridge/viaduct, as shown here at Takaki Automotive, 47 Breezehill:

While I wouldn't go so far as to claim they deserve official heritage status, the railings do have some history to them. They formed the backdrop of a couple scenes in the Rolling Stone's music video for Streets of Love, filmed in Ottawa. The bridge is around 1:15 to 1:40. Interspersed in the video with scenes shot live at Zaphod's are other Centretown landmarks such as the former Stinson & Son at 435 Gladstone (1:45 and 2:11) and Domestic Foods, the corner store just down the block from me, at Gladstone and Percy (1:50 to 1:57):

Peds on Weds: No ifs, ands or buttons

Today is Wednesday, which brings with it the weekly Peds on Weds post about walking issues. Being the second Wednesday of the month, tonight is also the monthly meeting of Walk Ottawa, the upstart pedestrian advocacy group. At tonight's meeting there will be representatives of the City's traffic signals department to take questions from the group.

I thought this was a good time to share what I know about how pedestrian traffic control signals work in Ottawa. I don't necessarily agree that this is the way things should be, but it is the way they are.

One of the biggest sources of confusion among pedestrians has to do with the signals and the buttons. Here's a traffic post at the top of Elgin at Sparks, which looks innocent enough:

What you can't see from the above angle is that there is a button for pedestrians to request the walk signal on the other side of this same post:

This poses a challenge to pedestrians, because you need to press the button to get the signal to change to cross. You need to know a button is there if you're going to press it. Here's one at Gladstone and Arthur showing what the signs used to look like:

The older signs were bigger, so they could be seen from the opposite side of most traffic signal posts. The button was attached to the post with two straps, which also gave a clue to the presence of a button.

This is all treating "pedestrian" to mean "walker" instead of "sidewalk user". Wheelchair users woldn't be able to reach this button at Percy and Gladstone, because the sidewalk plows didn't clear the snow from around it.

To try to educate pedestrians, the City sometimes posts this fine print to read while waiting for the light to change. This sign, even older than the one above,was put up by the Regional Municipality of Ottawa-Carleton at Gladstone and Arthur, sometime prior to the amalgamation of Ottawa in 2001:

And even though the older signs were bigger, most intersections had the signs on both sides of the pole, so you didn't have to worry about being on the wrong side of the pole and not seeing it. I discovered this because it was rather difficult to find in my vast Centretown photo collection a photo of a button that had the old larger sign only on one side of the post. I eventually found one such photo, at Bank and Flora, from before the reconstruction replaced the posts, buttons and signs. You can tell that if you were on the far side of the post, you'd at least be able to see the back of the sign:

Still, there are many buttons which don't have signs. Pedestrians often express frustration that when they press a button it never seems to do anything. Though it isn't explained in the City of Ottawa's info page on pedestrian signals, only the buttons with signs next to them actually affect the signal timing; many traffic signals have predetermined cycles, and the buttons there are merely for activating the audible pedestrian signals for the visually impaired.

The bullhorns at the tops of these posts at Argyle and O'Connor, and the lack of the crossing signs next to the buttons, are a clear sign that these buttons are exclusively to activate the signal chime. This is done by pressing and holding the button for three seconds or so. Different chimes sound to indicate the direction.

The type of button is an important clue for cyclists, too. If a cyclist knows, by seeing a button with a sign, that a pedestrian needs to press a button to change the signal, then that means that the cyclist also needs a way to activate the signal. This is done by putting the bicycle over the signal detector loop in the pavement, which you can see by the rubber outline in the asphalt. The loop is big enough to detect cars anywhere in the lane, but for bikes three yellow dots are often used to indicate the most sensitive part of the signal loop, and thus where your bike is most likely to be detected. Stay on the loop until the light turns green, because it will abandon the signal change if it stops detecting the signal (i.e. because someone turned right on red and no longer needs the light to change).

When a vehicle activates the signal loop, the lights will change, but the pedestrian signals won't activate with them unless a pedestrian has pressed the button. There is a reason for this—the vehicle signal is shorter and doesn't interrupt cross traffic for as long as the pedestrian signal—but the reason isn't necessarily a good justification. I think we've all been at an intersection where the light turned green but the pedestrian signal stayed on "don't walk".

So then what happens when you come to a post where only one direction has a sign? Well, as you might deduce, it means that one activates the signal in one direction, and the other one only affects the audible chime. So which is which?

The arrow on the sign will indicate which direction it is if this is unclear from the context. Normally the signals are designed to give the higher-traffic street priority, requiring you to press a button to cross it. So here at Bank and Holmwood in the Glebe, the arrow indicates that you need to press the button if you want to cross Bank Street.

I noticed a variant of this setup in Toronto, where the arrow and the instructions were all integrated into a button (that you can't see from the other side of the post):

While Ottawa's pedestrian signal buttons may be confusing and complicated, at least they're consistent—if you know what to look for. When I visited Québec City last year, it seemed like every button was different (I even saw one that was activated by waving your hand under it). But the Québec engineers seemed to have figured out how to get better results for pedestrians: when I got to this intersection, traffic in my direction had a green light but pedestrians had a "don't walk" signal. The instant I pressed the button, the "walk" signal came up. I didn't have to wait for the next signal cycle like I would have in Ottawa.

As I wrote in the Traffic Operations Division tour three-part series, a traffic signal can be configured to be "synchronized" or "free", for part of the day or all of it. Free simply means that the intersection is independent, and it can start to change the signal as soon as you press the button.

Synchronized means that the timing is synchronized with other intersections down the road, for example, to keep motor vehicle traffic moving at rush hour. Intersections of two major streets are often fully synchronized, and the pedestrian signals activate automatically. These intersections will have either no buttons or only buttons for the audible signals.

But some synchronized intersections require you to press the button to activate the pedestrian signal. Percy and Gladstone is a well-known example of this. During busy traffic hours, this intersection is synchronized with the signals at Gladstone and Bronson to give motorists a series of green lights. As a result, when you press the button, the signals in the other direction won't start to change until the right time in the signal cycle. In the late evening and overnight, though, the button at Percy and Gladstone (as well as the signal loop for cars and bikes) will immediately set things in motion to change the signal. The walk signal crossing Percy will change to a don't walk signal, the light will turn yellow, then red, and then the signal will activate for people crossing Gladstone will.

And if all that wasn't confusing enough for you, there are times when in fact the button really does, in fact, do nothing. There are some intersections which have signed buttons to activate the pedestrian signal, but which are fully automated at certain times of the day. So whether or not somebody presses the button, at certain times of the day the signal will change at every cycle, including the pedestrian signal. The button is there for the times of the day when a rigid signal schedule isn't needed and pedestrians can activate the signal (I'm not sure if this applies to synchronized intersections, free ones, or both), but when the cycle is automated, pressing the walk button will not make a difference at all as to when or whether that light will change.

Of course, most pedestrians aren't familiar with the complicated assortment of different pedestrian signal types, and instead feel like the buttons are just there to frustrate them (or keep them occupied while waiting like the "door close" button in elevators). Because most of the buttons out there don't change the signal (i.e. because they are only for the audible signals or the signals are automated at that time of day), people figure it's a wasted effort to press the button and wait, and they just cross against the signal.

Hopefully after reading and studying this, you'll be more aware of when to bother or not bother with pressing the button and crosswalk signals will frustrate you a little less. Of course, walking shouldn't be so complicated and everyone shouldn't be expected to know all these nuances. The much simpler thing would be for the signals and buttons to do what pedestrians expect them to do.

Hidden away

For decades, Higgerty's Shoes was on the corner of Bank and Frank. It closed a few months ago. Gradually, the front of its backlit sign came off, and then the sign structure itself was removed sometime in April:

It would appear that Hackett Shoemakers, in the basement of the unit next door, is still there. Almost exactly two years ago, URBSite did a blog post on the history of this building showing many of its intricacies.

Help @RescueBronson Avenue!

Everyone in the neighbourhood has been affected by the Bronson Avenue reconstruction project, which has been going on for just over a month now.

While most concerns go to the traffic department's project team, working on the Bronson file in the councillor's office (as well as being on the DCA and the CCCA and handling the @RescueBronson twitter account) means I get to hear from many people about the issues they're facing: shops along the street are suffering major drops in business, residents on and near Bronson have to put up with the very noisy construction work starting early in the morning, and people everywhere in the community have to deal with drivers treating their quiet side streets and school-zone main streets the same harsh way they treat Bronson: like a highway to be crammed tight at rush hour and sped through the rest of the day, all to get through the neighbourhood as quickly as possible with little regard to the people who live there. This is just a small sampling of the issues people are dealing with.

Luckily, it's not all bad news. The nighttime drilling, which was done on extremely short notice, is over for this year's construction. There has been lots of behind-the-scenes work to look at ways to address the speeding and other traffic issues on the side streets, including temporary and permanent measures (such as signs and speed humps, respectively). A digital speed board, which displays your speed as you approach it, has been installed on Booth Street next to the 40 km/h sign in front of St. Anthony's Church. The police have been doing lots of enforcement of persistent traffic problem areas. If all goes well, some new sharrows will be painted next week.

To connect all this to the above photo of workers installing a big sewer chamber at Bronson and McLeod, there has been a recurring theme: despite the other problems, people say that the construction crews on Bronson itself have been very accommodating.

If you get a chance, take a walk down Bronson Avenue at least once a week. It's easier now that there's no traffic. Discover the businesses on the street and visit them often. It's not the businesses' fault the road is under construction, and they need the support of their neighbourhood to make it through eight more months of construction.

Peds on Weds: Steps in a pond

While looking for a vantage point recently to check out the work on the Portage/Wellington intersection roadwork (they're adding crosswalks), I stumbled upon this pond in the Garden of the Provinces and Territories, a park nestled between Lebreton Flats, the Parliamentary Precinct, Centretown, Dalhousie, and Cathdral Hill. The park has won a few awards, though I've never seen it with many visitors.

What struck me about this pond (I assume it's a pond in the summertime) is the little steps on the left. Presumably, this is a little walkway across the pond.

I had seen a similar formation in a park last summer when traveling in Ankara, Turkey. It pushed the concept further: it was a path that actually led someplace, and if you for whatever reason had to go around, it was a significant trip. Being built on a moutain/valley, Ankara has many steps and isn't very accessible to begin with (though they are making progress). But accessibility wasn't in my mind at the point so much as the thought that you'd never see such a thing in Ottawa, right? (click to enlarge)

Well, evidently you can. And while it doesn't quite pull off the look of the Myst computer games (despite being devoid of other people), it does look nice and has weathered well. I look forward to seeing it in the summer when the water is turned on!
